[C80] [Oscal C80] Notifications not showing unless the app is open

Hi, I have a problem with notifications on Oscal C80.
Notifications are not showing unless the apps stays open. For example Viber, Telegram, WhatsApp, Instagram and every other app.
The battery profile for these apps is set to "unrestricted". It did not help.
I also added the apps in whitelist in System Manager app. It did not help at all. No difference.
Also most of the widgets do not auto refresh their info.
Phone keeps killing app services that should run on background and there is no way to prevent that.
Phone is almost useless in this state. Please help.
